The honest answer depends on three things: the age of the roof, the extent of the damage, and the condition of the underlying decking.
A repair makes sense when the damage is isolated, the roof is relatively young, and the decking beneath the affected area is sound. Patching a few shingles after a wind event on a five-year-old roof with solid decking is a legitimate fix.
A replacement makes sense when the damage is widespread, the roof has reached or exceeded its expected lifespan, or the decking has been compromised by moisture intrusion. Repairing the surface of a fifteen-year-old asphalt roof with soft decking is not a fix. It is a delay.
